From one side, it is sometimes good to be able to draw new card (especially later in the game).
From the other side, there are better things to spend 2 magicka on.
Some good strategy would be to summon a couple of Ice Wraiths and generate spikes in ridiculous numbers, drawing new cards again and again. The core story mode actually has a scenario where your opponent does exactly this. If you don’t do something about it early on, things will spin out of control very fast.
